Textile Foreign Trade Zone Turned Down by Department of Commerce

On August 10, 2015, the FTZ Board published notice in the Federal Register (80 FR 47895) Expanded Production Authority Not Approved; Foreign-Trade Zone 169; ASO, LLC; Subzone 169A; (Textile Fabric Adhesive Bandage Coating and Production); Sarasota, Florida.

The application, which would have saved ASO, LLC the import duty on uncoated textile fabrics sourced from abroad (representing some 22% of the value of the finished product) including the following: 100% polyester, 100% cotton dyed plain weave, and 62% cotton/38% polyester plain weave (duty rates range from 7 to 12%) was filed in March 2013. It was opposed by Copland Industries and the American Fiber Manufactures Association, the National Council of Textile Organizations, and the United States Industrial Fabrics Institute.
