Customs Brokers User Fee Payment for 2017

U.S. Customs and Border Protection has given notice to customs brokers that the annual user fee of $138 that is assessed for each permit held by a broker, whether it may be an individual, partnership, association, or corporation, is due by February 3, 2017.

Duty Suspension Request of Interest to Textile, Apparel, and Footwear Companies

The U.S. International Trade Commission began accepting petitions for duty suspensions and reductions on October 14, 2016. Petitions will be accepted through December 12, 2016. By January 11, 2017, the public comment period will open. Comments will be accepted for 45 calendar days.

Determination Under the Textile and Apparel Commercial Availability Provision of the United States-Colombia Trade Promotion Agreement

The Committee for the Implementation of Textile Agreements ("CITA") has determined that certain 100% rayon twill challis fabric, as specified below, is not available in commercial quantities in a timely manner in the territory of either the United States or Colombia. The product will be added to the list in Annex 3-B of the U.S.-Colombia TPA in unrestricted quantities.

AATCC 2017-2018 Association Leadership Announced

November 9, 2016, the American Association of Textile Chemists and Colorists ("AATCC") held its Annual Meeting on November 2, 2016 at the Sheraton Imperial Hotel, Research Triangle Park, NC, USA. The results of the ballot for AATCC elective offices for 2017-2018 were announced by Executive Vice President John Y. Daniels.

Kerry M. King from Spoonflower was elected President-Elect. The following were elected to a two-year term as regional board members: Debra F. Chronicle, SGS, New England Region; Martha Carper, University of Delaware, Central Atlantic Region; John Crocker, SDL Atlas, Midsouth Region; Harrie Schoots, Ascend Performance Materials, Southern Region; Ken A. The Pilgrims, Puritans, Huguenots, Quakers, Anabaptists, Lutherans, Jews, Catholics, deists, and atheists who came to America in the colonial period found here freedom not possible in the lands of the Old World where an established church was the norm. Their descendants founded the United States on a radical and untried principle -- no religious establishment and no government interference with religion. What a surprise then to find that the very first Presidential Proclamation issued was Washington’s Thanksgiving Day call to prayer to Almighty God.

Indeed, the only distinctly American holiday is the fourth Thursday in November, which we set aside to thank God for our blessings. Think about it. Christmas is celebrated worldwide, even in lands where Christians are a small minority. Every nation celebrates New Year’s Day and the various national holidays commemorating great leaders, important battles, and the date of national founding.

Our distinctly American national holiday is a re-enactment -- and re-interpretation for contemporary multi-ethnic and multi-religious American culture -- of that first Thanksgiving in Plymouth, Massachusetts, celebrated by survivors of the Mayflower passage. And, yet, the story is not narrowly the tale of the Pilgrims. Few Americans are literally Mayflower descendants. Most of us do not trace our roots to East Anglia. Most of us do no follow their reformed Calvinist religion. Nevertheless, their story is the American story. It is the story of families that left their homeland for a better life in America.

Did your people come here on sailing ships in the 17th, 18th, or 19th century? Or were they part of the big steamship migration of the late 19th and early 20th century that filled Boston with Irish and Italians? Or perhaps you are a more recent immigrant. Whenever your people came here and by whatever means, they, and you, are part of the narrative we re-tell every Thanksgiving.

Pima Agriculture Cotton Trust Fund and Agriculture Wool Apparel Manufacturers Trust Fund

On November 18, 2016, the U.S. Dept. of Agriculture Commodity Credit published in the Federal Register (81 FR 81657) Pima Agriculture Cotton Trust Fund and Agriculture Wool Apparel Manufacturers Trust Fund.

SUMMARY: This final rule makes amendments to the final rule, with request for comments, published in the Federal Register on March 9, 2015, that established regulations for the Pima Agriculture Cotton Trust Fund (Agriculture Pima Trust) and the Agriculture Wool Apparel Manufacturers Trust Fund (Agriculture Wool Trust) programs. This final rule is amended based on comments received and to add details for the Refund of Duties Paid on Imports of Certain Wool Products (Wool Duty Refund) payment. The administration of the Wool Duty Refund payment was transferred to the United States Department of Agriculture (USDA) beginning in calendar year (CY) 2016 and assigned to the Foreign Agricultural Service (FAS). It was previously administered by the Customs and Border Protection Agency of the Department of Homeland Security.

Army Clothing Contract Awarded

Kokatat Inc., Arcata, California, has been awarded a maximum $15,073,685 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for all-purpose personal protective ensemble suits. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1). This is a four-year contract with no option periods. Location of performance is California, with a Nov. 1, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-17-D-0001).

Duty Suspension Request of Interest to Textile, Apparel, and Footwear Companies

The U.S. International Trade Commission began accepting petitions for duty suspensions and reductions on October 14, 2016. Petitions will be accepted through December 12, 2016. By January 11, 2017, the public comment period will open. Comments will be accepted for 45 calendar days.
