On April 2, 2026, U.S. Customs and Border Protection issued Binding Ruling Letter N359713 relating to country of origin of duvet covers, pillow shams.

Bangladesh

Polyester and cotton fibers are spun into yarns.
All outer facing/shell fabrics, binding fabric and double slub fabric are woven.
All griege woven fabric are exported to India.

India

Sewing thread, zippers, cotton nonwoven batting and polyester nonwoven batting are formed.
Fabrics are subject to cleaning, bleaching, dyeing, rinsing, drying, heat steaming, shaping, pre-shrinking and final inspection.
Fabrics are cut and assembled by sewing into duvet covers, pillows shams, and quilts.
Quilts are quilted.
Finished items are inspected, packaged, labeled and exported to the United States.

MaxKare Electric Blankets Recalled Due to Burn and Fire Hazards; Manufactured by Yumo and Sold Exclusively on Walmart.com

This recall involves MaxKare Electric Blankets with six heating levels and a nine-hour auto-off function. They were sold in three sizes: 62 inches by 84 inches (twin), 72 inches by 84 inches (full), and 84 inches by 90 inches (queen). The recall only includes model numbers HB18A-7284-1, HB18A-8490-2 and HB18A-6284-1. The brand name, MaxKare, and the model numbers are on the tag attached to the blanket. The blankets come in brown and gray and are machine washable.

Remedy: Consumers should immediately stop using the recalled blankets and contact Yumo for instructions on how to properly dispose of the blankets. Consumers will be asked to upload a photo of the blanket to yumoofficial@126.com and confirm disposal in order to get a full refund.

Incidents/Injuries: Yumo has received 34 reports of overheating, including three reports of burn injuries and two reports that the blankets caught on fire.

This recall involves Avocado-branded Organic Cotton Mattress Pad Protectors sold in sizes Twin, Twin XL, Full, Queen, King and California King. All sizes were sold in both a Standard Pocket and Deep Pocket version. The quilted, ivory-color mattress pads are made of cotton ticking and cotton fiber fill. Attached to the mattress pad is a law label listing “Model SFMPAVORG”, manufacturer name, date of delivery, date of manufacture, fiber content, and washing instructions.

This recall involves Touchat Large Fuzzy Area Rugs. The rectangular rugs are gray and measure 8 feet x 10 feet. “100% Polyester” and “Made in China” are printed on a label on the underside of the product.

Berkshire Blanket & Home Company Recalls Heated Throws and Blankets Due to Fire and Thermal Burn Hazards

Description:

This recall involves Berkshire Blanket Heated Throws and Blankets sold in a variety of colors and patterns, including blue, cream, gray, hummus, striped blue and snowflake. The throws and blankets sold at L.L. Bean are L.L. Bean and Berkshire Blanket branded. The throws and blankets sold at Army and Air Force Exchange Service (AAFES) stores and online at berkshireblanket.com, amazon.com, target.com, macys.com and qvc.com are Berkshire Blanket branded. The throws measure about 50 inches wide and 60 inches long and are made of polyester. The blankets are sized to fit twin-, full/queen- and king-sized beds and are made of polyester. The heated throws and blankets are controlled by a white cord with a white digital controller unit. The model numbers are on a white label on the back of the throws and blankets and on the back side of the controller unit. The Berkshire Blanket logo and tracker numbers are printed on the wash label affixed to the throws and blankets. The tracker numbers subject to this recall fall within the following range:

Remedy:

Consumers should immediately stop using the recalled electric throws and blankets and contact Berkshire Blanket & Home Co. for a full refund. Consumers must complete an online recall registration form, submit a photo of the destroyed blanket showing the cut cord, and submit a photo of the wash label after writing “Refund” and an assigned 5-digit refund code on the wash label to receive a full refund.

Incidents/Injuries:

The firm has received nine reports of the throws and blankets burning, melting or overheating. No injuries have been reported.

Flemish Master Weavers Back with Another FTZ Application for Rug Manufacturing

On August 8, 2022 the Foreign Trade Zone Board published in the Federal Register (87 FR 48149) Foreign-Trade Zone 186 -- Waterville, Maine; Notification of Proposed Production Activity, Flemish Master Weavers (Machine-Made Woven Area Rugs), Sanford, Maine

In 2016, FMW received limited FTZ authority to produce machine-made woven area rugs using polypropylene and polyester yarns in privileged foreign (PF) status (19 CFR 146.41), which precludes inverted tariff benefits on those inputs (see 81 FR 51850, August 5, 2016).
In 2017, FMW requested authority to admit continuous filament polypropylene (CFPP) yarn in nonprivileged foreign (NPF) status (19 CFR 146.42) (B-28-2017, 82 FR 26434, 6/7/2017). That request was approved subject to the following restrictions: (1) the annual quantitative volume of CFPP yarn that FMW may admit into Subzone 186A under NPF status was limited to 3 million kilograms; and, (2) approval was limited to an initial period of five years, subject to extension upon review (Board Order 2071, 83 FR 54709, 10/31/2018).
The pending notification requests to remove the restriction requiring admission in PF status for CFPP yarn--to which FMW's operation would otherwise be subject beginning on October 25, 2023 (upon expiration of the time-limited authority approved in Board Order 2071).

MWA Recalls LUXE+WILLOW Heated Blankets Due to Burn and Fire Hazards

Description: This recall involves LUXE+WILLOW Heated Blankets brand name L & W BIO. LUXE+WILLOW and L&W BIO are printed on a label on the blanket. The polyester blanket measures 50 inches by 50 inches and is white with a Sherpa lining.

Remedy: Consumers should immediately stop using the recalled electric blanket and contact MWA for a full refund or $50 voucher towards the purchase of another LUXE+WILLOW product. Consumers should unplug the electric blanket, cut the electrical cord and submit a photo of the blanket’s cut cord and labeling on the blanket to the firm at support@luxewillow.com as proof of destruction and to receive the refund or $50 voucher. After submitting proof of destruction to the firm, consumers should dispose of the recalled blanket. The firm is contacting all known purchasers directly.

Incidents/Injuries: The firm has received three reports of the blankets overheating, including one report of a burn to a consumer’s wrist. One consumer reported seeing flames.

Customs Rules of Eligibility of Certain Bed Linens for U.S.-Israel Free Trade Agreement

In New York Ruling Letter (“NY”) N313390, dated August 21, 2020, CBP classified a bed linen set containing a pillow sham, duvet cover, flat sheet, fitted sheet, and pillowcases in heading 6302, HTSUS, specifically in subheading 6302.21.90, HTSUS, which provides for “Bed linen, table linen, toilet linen and kitchen linen: Other bed linen, printed: Of cotton: Other: Not napped” and in subheading 6302.31.90, HTSUS, which provides for “Bed linen, table linen, toilet linen and kitchen linen: Other bed linen: Of cotton: Other: Not napped.” CBP has reviewed NY N313390 and has determined that it classified the wrong bed linen set composition and failed to address the eligibility of the bed linen products for preferential tariff treatment under the U.S.-Israel FTA. It is now CBP’s position that the bed linen set containing a flat sheet, fitted sheet, and pillowcase does not qualify as a set under the HTSUS and must be entered individually. Additionally, the bed linen set containing a flat sheet, fitted sheet, and pillow sham does qualify as a set under the HTSUS and may be entered under one subheading. Classification remains in 6302.21.90, HTSUS, or 6302.31.90, HTSUS. Furthermore, it is now CBP’s position that the flat sheet, fitted sheet, duvet cover, and the set containing sheets and pillow shams are not eligible for preferential tariff treatment under the U.S.-Israel FTA. The pillowcase and pillow sham, when entered individually, are eligible for preferential tariff treatment under the U.S.-Israel FTA.
