Solicitation for the Coast Guard Dress Trousers and Slacks closes July 21st, 2026. This solicitation is a total small business set-aside.
The DLA Director has issued a DNAD for the following dress uniform cloth that is approved for use under this contract:
PGC 17531 - Coast Guard Cloth, Blue, Poly/Wool, Serge, Mil Spec MIL-DTL-823M
PGC 34246 - Coast Guard Cloth, Blue, Poly/Wool, Tropical, Mil Spec CG/PD 10-299A
Accordingly, the Berry Amendment does not apply to DLA's acquisition of the cloth listed immediately above when/if the Contracting Officer authorizes the use of non-domestic fabric in performance of this contract under the authority of the DNAD.
The DNAD expires December 31, 2027.

DLA Troop Support Clothing & Textiles is conducting market research to identify potential sources capable of assisting with and overseeing the production and delivery of the items below, as well as continuing the effort to find additional sources of supply for these items. All of the items are cloth materials that are subject to standard testing and shade testing. The contract(s) will be five 12-month tiers, with the following quantities:
Guaranteed Minimum: 203,200 yards.
Maximum Quantity: 9,751,200 yards.
NOTE: DLA Troop Support’s preference under any resultant solicitation/contract is that domestically-sourced materials be utilized. However, if there is an approved DNAD for these items, companies may rely upon the DNAD, when domestic sources are unable to sufficiently meet the quality, quantity, and delivery requirements listed within any resultant solicitation/contract. For this procurement, a DNAD is only applicable to PGC 12170 Heritage Taupe (DNAD PGC for this cloth is PGC 12813).

DLA DOMESTIC NONAVAILABILITY DETERMINATIONS
DLA Troop Support, an activity of the Defense Logistics Agency (DLA), is the Defense Department's principal buyer of military flags and metal and embroidered insignias. Numerous heraldic specifications require rayon as a component in a wide variety of items purchased by DLA Troop Support such as organizational flags.
Determinations have been made that rayon yarn/fiber is not currently produced in the United States or its prossessions. There is currently a Domestic Non-Availability Determination in effect for Rayon. DLA Troop Support is hereby providing producers of rayon yarn/fiber complying with specification and domestic source and content requirements of the Berry Amendment and opportunity to identify themselves. In accordance with 10 U.S.C. 2241, every component (including all natural and synthetic fibers) must be grown and produced in the United States or its possessions. If your firm meets this criteria and produces rayon/fiber domestically, please submit your firm's name and point of contact to DLA Troop Support, ATTN Charles L. Brown II, via e-mail at charles.brown3@dla.mil. DLA Troop Support will also entertain domestically produced substitutes for rayon yarn/fiber. If your firm manufactures domestic substitutes for rayon yarn/fiber that are capable of meeting specification requirements called for in heraldic items, please submit your company information along with the domestically manufactured substitute component.
