The Department of the Interior will host an Industry Day on March 27, 2026, at 11:00 am at the Main Interior Building (1849 C Street NW, Washington, DC 20240). DOI is exploring requirements that would prioritize or require uniforms and uniform components to be manufactured in the United States, consistent with federal Made in America policies and domestic sourcing priorities. Vendors capable of providing U.S.-manufactured uniforms and domestically sourced materials are encouraged to review the notice and participate.

The purpose of the event is to engage with industry regarding a future solicitation for civilian uniforms, patches, insignia, headwear, footwear, outerwear, and other related items, including a full service web-based ordering system, in support of the Department of Interior’s and U.S. Army Corps of Engineers’ employee uniform programs. The Government has not finalized the acquisition strategy and seeks input from industry about the best method(s) to accomplish its program and contract objectives during this market research phase.

Tariff Classification of a Wool Felt Hat from Russia

On March 25, 2026, U.S. Customs and Border Protection issued Binding Ruling Letter N359114

The article identified as a “sauna hat” is constructed of 100 percent merino wool felt fabric. The hat is manufactured by felting loose wool fibers through heat, moisture and mechanical action to create a nonwoven felt material. The finished article is a seamless head covering designed to be worn during sauna use to protect the scalp and hair from heat exposure.

The applicable subheading for the sauna hat will be 6505.00.4090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Hats and other headgear, knitted or crocheted, or made up from lace, felt or other textile fabric, in the piece (but not in strips), whether or not lined or trimmed; hair-nets of any material, whether or not lined or trimmed: Other: Other: Of wool: Other: Other: Other.” heT column 2 rate of duty will be per kilogram plus percent ad valorem$1.10 50.

Air Force Announces Updates to Dress and Appearance Regulation

Operational Camouflage Pattern uniforms: There is no longer a requirement for all officers to maintain a full set of OCPs. Only those individuals performing assigned duties and mission requirements that necessitate OCPs must maintain a full set.

Bags: The new standardized list of colors for authorized bags includes solid black, brown, dark blue, olive drab green, and OCP-patterned. The full details on authorized bags are published here.

Watch cap: The watch cap may be worn during Oct. 1 to March 31, cold weather conditions, or as determined and approved by the installation commander. It will be solid black or coyote brown knit or fleece material and not include rank insignia. The black watch cap may be worn with Class A and B uniforms, OCPs, or PT gear. The coyote brown watch cap may be worn with the OCP uniform or PT gear.

CBP Seizes Designer Masks, Bucket Hats Worth Nearly $800K

In March, 2021, U.S. Customs and Border Protection officers examining arriving shipments at an express consignment location in Austin, Texas, intercepted over 5,000 counterfeit designer face masks, hats and headbands valued at nearly $800,000.
