The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), an agency of the Government, intends to procure Maritime Vests in support of the U.S. Army Security Assistance Command (USASAC). The Government anticipates the issuance of a commercial, Firm Fixed Price (FFP) contract, in accordance with (IAW) FAR 13.106, as a result of the subject Combined Synopsis/solicitation for the procurement of Berry Compliant Maritime Vests (Plate carrier) for Maritime operations.

This solicitation is a Request for Quote (RFQ) under NAICS Code: 339999 “All other miscellaneous manufacturing”, Product Service Code (PSC) 8415 “Clothing, Special Purpose”. This action is posted as a competitive 100% Small Business set-aside and the size standard for the NAICS Code is 550 employees

Within the U.S. industry it is widely understood that Department of Defense acquisitions of textiles and clothing are government by the Berry Amendment which requires domestic U.S. sourcing. Less well known is that the Berry Amendment applies to all funds "made available" to the Defense Department. That includes Department of Defense procurement for Foreign Military Sales.
